Yes. Compact Fluorescent Lights (CFL) and High Intensity Discharge lights (including High Pressure Sodium and Metal Halide lights) use a lot of power to produce light in all parts of the spectrum (which is why the light they produce is white). However, a large part of the light they produce is not absorbed by chlorophyll, the pigment that plants use to get energy from light. Therefore, a lot of the light produce is wasted energy. Because of this, it takes only about half the wattage for LEDs to have the same effect as a HID light. For example, if you were replacing a 400 watt HPS light, the same growth could be experienced through purchasing 2 (two) Power Panels.
