Can Jazz Improvisation be learned?

A. In all my travels, I have most probably heard all the jazz players that are around. There are some very good players in Europe and in the United States. There is not a great amount – one can count the good ones on one hand. I started coming to Germany in 1967 and since then, Europe has changed a lot, probably because, Europe used to be following about 10 to 20 years behind the United States as far as jazz was concerned. Europe now, has a lot more better Jazz players, than ever before.
