Can Japanese children living in overseas now take the JLPT?

In principle, the JLPT is for Japanese learners whose first language is not Japanese. However, a Japanese child who has lived overseas for a long time and does not use Japanese on a daily basis may be able to take the JLPT. Please contact the host institution in the country in which you are going to take the test for details.
