Yes, it can. OPEN STM verifies the information from multiple CM units (2- 4 units) that are redundantly configured on a single distribution line to automatically differentiate between CM power shutdown and the service suspension. In other words, if at least one of the multiple CM agents responds normally, the distribution line is deemed normal.
