I would say terrorism is merely an advanced form of intimidation. The only time it’s passive is when it is a veiled threat. The moment it becomes physical it is no longer passive. The point of intimidation is to coerce someone to act in a manner agreeable to the aggressor. Terrorism is the same thing.
