Yes they can. Activists around the world sign up with Action Network. Many of our partners send action alerts focused on global environmental issues, or target international leaders. Keep in mind, Action Network does match U.S.-based users to their elected state and federal representatives, and to state governors. If an alert targets state or federal legislators, or state governors, those alerts are most often only open to U.S.-based users. However, if the target of an alert is not an elected official in the U.S., international users are usually free to participate. Does Action Network use cookies? Yes we do.
