Can internally focused activities within YWCAs count as hallmark activities?
The primary purpose of a hallmark activity or program is to have direct impact on furthering racial justice and women’s economic advancement. “Direct impact” must be externally focused on individuals, systems, and/or institutions in the community. However, to have credibility in this work, member associations’ internal policies and practices also must reflect commitment to women’s economic advancement and racial justice. Internally focused work may be appropriate and necessary initial elements in a plan to achieve hallmark compliance over time, but they will not suffice as the end goal.
