Today, I received the following information from USDA based upon statements made at the December State Directors’ Meeting in San Antonio: “In accordance with the statute and our policy memorandum on the disclosure of f/rp eligibility status, determining agencies may disclose children’s eligibility status to Federal and State education programs. If Sarah White is asking about a vocational education program under the U.S. Department of Education (such as under the Carl D. Perkins Vocational and Applied Technology Act) or a State vocational education program, parental consent for disclosure is not required. If they are not sure that it is a Federal Education Program, they should go to the Department of Education website and search for that program. Also they could include in their agreement with the recipient agency a statement whereby the receiving party certifies that they are with one of the programs listed under Sec. 9(b)(2)(C) of the NSLA that is authorized to receive the child’s inf
