Your estimated payments (made quarterly if self emloyed or by your employer through withholding) aren’t taxes, they are estimates of tax you must pay, and are essentially in a savings account at the Govt with your name (actually ID# on it). You control how much they are. You could have 100% of your pay withheld and then refunded back to you (and then would you think its just yours to do with as you please…exempt from those you promised to pay?). Any amount that is refunded from this ISN’T TAXES, its an amount you overpaid…had you not overpaid it it could have been used to pay your creditors….(which is of course you would want to have done with it anyway).
