No. The provision that allows in-line containers to be vented in order for the equipment to run properly (e.g., HPLC) is a separate provision from the working container provision. The container management standards in 40 CFR 262.206(b)(3) require containers to be kept closed at all times, except under specific circumstances. One such exception to the “closed container rule” is when venting of a container is necessary for the proper operation of laboratory equipment. Therefore, when the equipment is not in use, the in-line containers may not be vented; they must be closed.
