Can IGERT funds be used to send students to an international conference?
If the IGERT project has a funded international component, and this trip falls within the application, then this use of funds would certainly be appropriate. If the IGERT project does not have a funded international component then it is up to the PI to determine whether the trip would serve an important training function for their particular IGERT topic and whether it is a wise use of their funds. However, as per the solicitation, requests for funds for the sole purpose of attending international conferences or workshops are not appropriate.
