Yes. Currently, for example, there is a client program called Liberator (available in the Freenet source tree) written in Perl. Nothing in the protocol requires or expects Java programs, so as long as you follow the protocol you will be compatible. Unfortunately at this time (March, 2000) the protocol is not yet well documented. This will be fixed soon.
