No, the unpacked image area is an incomplete root file system with important pieces missing. Any modification to the unpacked image outside of the Kiwi prepare step leads to inconsistencies between the resulting image after the create step and the image description. It is strongly recommended to avoid any manual changes on the unpacked image.
