The GPL does not restrict the act of running a program. Hence, you can certainly use the Xvid encoder to create video for whatever purpose. As long as you dont distribute Xvid or parts of Xvid source code you wont be running into any problems with the GPL license and you also dont need to ontain any additional license from us.
