No. If a moisture barrier is needed, you must use a product designed for that purpose – either plastic sheeting or an actual moisture barrier (UGL makes a product). The products are generally expensive, and pigmented, designed to hold back water in a basement. Cure Seal protects from the surface down- not the ground up.
