Yes, this is allowed. The Foreign Language Enhancement Program (FLEP) is meant to support living expenses while studying a less commonly taught language during the summer at another participating CIC FLEP institution. However, some CIC institutions do not participate in FLEP. See the FLEP information pages for more details.
