no because what makes the whipped cream is the fat in the cream. condensed milk is only milk that has been made more dense, so it still has not enough fat needed to make the whipped cream, well, whipped. if you use condensed milk, it will not whip, it will become slightly more dense, though.

No… condensed milk is milk that has been cooking with sugar until it gets thick… it’s like a syrup based on milk instead of water. It is waaay too heavy to whip and become fluffy. However, it is good when you beat it with butter (not melted, but really soft) to make a spreadable frosting for a cake. Especially if u add some flavored liqueur. And if you’re willing to put some extra time & effort, you can take an unopened condensed milk can, put it in a boiling water and let it boil for an hour or two. what it does, is it caramelizes and thickens (and darkens) condensed milk and makes it even better for the frosting purposes…
