Yes, although you can use Radiator and EAP-TLS without Cygwin (see the previous FAQ item). Radiator requires OpenSSL and the perl Net::SSLeay module to be installed on the radius server in order to support EAP TLS, TTLS or PEAP. On Windows, you can support these EAP authentication protocols in the Windows Cygwin environment, which is a complete Unix-like environment for Windows.
