Can I use PeterPays to call from/to a cellphone?

In the US and Canada either or both parties may be on a cellphone. However, unless you have unlimited incoming calls, airtime will be used for those calls. In most other countries cellphones cannot be called using PeterPays due to the high cost of these connections.
