Oracle does not provide the necessary wrappers to fail over single-instance databases using Oracle Clusterware. It’s possible for customers to use Oracle Clusterware to wrap arbitrary applications, it’d be possible for them to wrap single-instance databases this way. A sample can be found in the DEMOs that are distributed with Oracle Database 11g.
