If you purchase the Standard- or Professional edition, you are not allowed to use it on multiple domains within the same Magento installation. If you purchase the Enterprise-edition of OneStepCheckout, you are allowed to use it on multiple domains within the same Magento installation. If you are an Enterprise-customer and wants to use it for multiple installations, please contact us and we will offer you a good price for the additional licenses.
