Yes and No. Yes, most sim cards can be used in all European countries, but no, you will not phone cheap if you use a sim card out of its own country. If you are going to travel around it is mostly cheaper to bring a phone from your home country, and in the USA they seem to rent out phones for just that. Only when you will stay in one country for a longer period and will have to phone within that country a lot it will be cheaper if you buy a sim card there. International rates from a mobile phone are almost as bad with a local phone as with a foreign phone calling back home. And contracts are often cheaper than prepaid phones bought in the country you are. As soon as you cross a national border in Europe you will loose the little bit of advantage of a local number, making all phone calls as expensive as or more expensive than your own phone, or one you rent for just your stay in Europe.
