Can I use Nelson just as a well-formedness checker?

You can. But if all you want to do is to check for well-formedness, there is a dedicated tool for that called xmllint that is superior in this regard. In comparison, well-formedness checking in Nelson is a secondary feature, a side-effect of its input parser.
