Aside from in Japan Post Office – NO. You can NOT. I suggest you put a select amount of money on a travel card – and then you can withdraw it freely at any ATM in Tokyo, and also use it in stores too. Thats what I do whenever I got to Japan. Its cheap, fast, and easy. And the rate of exchange/transfer/withdrawal fee is very cheap! Even if you take your VISA and use it in Japanese Post office – it is expensive, and Japanese Post Offices arn’t exactly dotted around most corners. I rarely saw one and i’ve being all over Tokyo. So if you want to take your visa; do, but, I wouldn’t suggest it. And if you discover it doesn’t work. What will you do then? Use a travel card – it’s much easier and cheaper.
