Yes, you can bring your laptop on-board. When you go thru security at the airport you will need to have it scanned separately from the rest of your carry-on baggage, so make sure it’s easy to get to in your bag. You can generally use your laptop on the plane while the aircraft door is open. Once the door closes, they’ll make you shut it down (and all other electronic devices) until10-15 minutes after take-off. They’ll let you know when you’re clear to turn it on again and when you’ll need to shut it down prior to landing. The only airline I know that has in-flight wireless access is Lufthansa. Some airlines do have airphones with a telephone jack for a data connection (dial-up), but the signal quality tends to be poor and horrifically expensive ($5 per call then $5/minute or more). I have seen my vacation flight on Continental Airline on December 18th flight from LGA to CLE, and person sitting across from me was using her laptop. I think all airplanes have wireless. They also tells you when it is safe to use your electric device.
