Perkins Vocational and Technical Education Act specifies that providing “professional development programs to teachers, counselors, and administrators” is a required use of Perkins Basic State Grant funds at the local level. The Tech Prep program also specifies including “in-service training for teachers that is designed to ensure that teachers and administrators stay current with the needs, expectations and methods of business and all aspects of an industry” as a required element of the program. Other federal provisions (Office of Management and Budget Circular A-87), state further that, “Costs of meetings and conferences, the primary purpose of which is the dissemination of technical information, are allowable. This includes costs of meals, transportation, rental of facilities, speakers’ fees, and other items incidental to such meetings or conferences.” Entertainment costs, however, are not allowed.
