Yes, there is a simple built-in web browser. Your Safari bookmarks (specifically those on your bookmarks bar) will appear in the Services section for easy access to your favorite websites. Selected websites are also listed by category in EyeHome, to help you find useful sites. You can also enter an URL using your EyeHome remote. Many modern websites cannot be rendered, since EyeHome supports older web standards.
