If PHP is allowed on your server, it is possible to create a database and store it to a file, although it depends on why you need the database. If you are planning on using already written code that works off of a database such as PHPBB is made to use MySQL, you’ll have a hard time imitating this with a custom coded database. As the previous answer said, you can use a database on a different webhost, or set up your own web server.
