Can I use computer screen cleaner to clean vinyl records?

Yes but why? A simple method of cleaning vinyl is simply to use a diluted solution of the purest water you can find mixed with a minuscule amount of a good general purpose cleaner (I prefer the “green” environmental friendly type ones … because they use natural ingredients). Just use about 3.5 milliliters of the cleaner in a 4 oz bottle. Spray and wipe off with clean soft cotton towel. There are better methods but this will suffice for someone with a small vinyl record collection. Note: If the records are really dirty …. try adding about 20% rubbing alcohol to the bottle. Also … the reason to use diluted solutions is that you don’t want to leave any kind of sticky residue on vinyl … because it will attract dust & dirt in the microgroove.
