No. There are two obstacles to using “classified” satellites to satisfy EOSOC tasks: 1) A reliable (and legal) source of elsets for observation verification is not available, and 2) many people that are interested in satellite tracking can’t use this type of information without adversely affecting their careers. Nuf said!
