Yes, but only if the Inquisitor does not have any psychic powers. See Rules Clarification: Black Templars, Inquisitor-Psykers, and Grey Knights for a detailed explanation. Note: Psychic Hoods do not count as psychic powers and may be taken by allied Inquisitors.
