Can I use a CGI script to generate both text and inline images?

Not directly. One script generates one response to one request. If you want to generate a dynamic page including dynamic images (say, a report including graphs, all of which depend on user input) then your primary script will print the usual [what you asked for] and, just as in the multiple frames case, you can pass data to the image-generating program encoded in a GET URL. Of course, the same caveats apply: see above.
