No. Degree-Minute-Second data must be converted to decimal degrees. If your points are in the western hemisphere , longitude values will be negative. Southern hemisphere latitude values are negative. To convert DMS to DD: DD = (Degrees) + (Minutes / 60) + (Seconds / 3600).
