176 visas and RSMS visas are in different visa classes and it isn’t possible to upgrade from one to another however, you may be able to lodge a fee-free RSMS application after having lodged a 176 application which I guess amounts to much the same thing: http://www.immi.gov.au/skilled/skilled-w… If it’s a state (not family) sponsored 176, you could well get your visa very quickly – they’re coming through VERY rapidly at present and have fewer limitations than apply to RSMS visas.
