Can I tune the user account information collection process?

Yes this is possible. You can configure the number of domain controllers accessed simultaneously and the size of the memory buffer used to collect the information. If this buffer size is increased, domain controller can return more information (e.g. user accounts) in a single pass. This will speed up the collection process but causes more peak load on the domain controller as well.
