This is a bit confusing. You are talking about the Schengen Visa which is a tourist visa and a “short term work permit” which is not a tourist visa and therefore is not a ‘Schengen’ visa per definition. With a Schengen visa you can travel freely within the Schengen zone IF your visa has not restructions (see top line) ie that it is only for France, or that the Netherlands is excluded. Normally a Schengen visa is issued to the country for which it is the main destination (where you spend the most time) and only if this is not known, then to the port of entry. As it is not clear what kind of visa you have and why this was issued, then I would suggest you contact the French Consulate you mentioned, to be sure. If your plans have channged and you are using a visa for different purposes, this can cause immigration issues.
