This is called “the black list”. They will see what phone number is registered to the SIM card that is in the phone with the reported stolen serial number and trace their billing address So lets say that the person who stole your phone puts their SIM card in your phone. When they turn on the phone, the phone reads the SIM card and reports to the network that phone serial number 545456589565 along with phone number 555-555-5555 is now turned on.
