Can i take rocks and water plants from outside and put them into my freshwater aquarium?

Yes you can I have done it b4…just make sure the rocks and plants dont have any toxins or insecticides on them, and rinse them thoroughly. But it would just be safer to buy plants and rocks from the pet shop, they don’t cost TOO much.
