Yes, you can. There are a couple of things though, that you should take in consideration: 1. The domain registrar does not need to be your hosting provider. So you can register a domain with ABC and host the domain with XYZ. You can always transfer your domain, but every time you do this you will pay a transfer fee, which usually includes your owner rights for a year by default. 2. The hosting provider can be changed at anytime, but if you signed a contract for a number of months, they will keep charging you. For this reason I recommend to either pay on a month by month basis, or select a company that even if you pay for a year, is not actually binding you for a year. When you change your hosting provider, the only thing you need to do is to ask your new provider for the name of its DNS servers, then you go to your domain registrar and edit the domain properties pointing your domain to the new DNS servers.
