Yes. You may respond to the solicitation even if you did not attend the Bidders Meeting, did not respond to the RFI, or received negative feedback to the response to the RFI that you did submit. However, note that your university is limited to only one proposal in response to the solicitation. The purpose of the preliminary activities was to provide information and feedback that would assist in the preparation of a submission. Keep in mind that you are likely to be at a significant disadvantage compared to institutions that did participate in the earlier activities. This disadvantage results because of the stringent requirements of PSAAP to create and demonstrate an ASC-program-relevant, overarching, verified and validated predictive simulation capability, as well as meet other criteria described in the solicitation. In fact, not every institution that did respond to the RFI was encouraged to proceed in pursuing PSAAP funding, because of shortcomings in their proposed plan or their cap
