Can I submit a bid price outside the reference price range?
A. Generally you should submit a target price for new building work that compares favourably to the Principal’s reference price range for the contract or demonstrate in detail why the target price for new building work should depart from the Principal’s reference price range. The reference price range takes into account pricing differences between rounds, site access issues and site specific issues. It is acceptable to submit a bid below the low reference price range. Variation in cost is anticipated between bid prices and will be reviewed accordingly.
