Can I still apply if I am interested in teaching a subject that is not currently being recruited for during a particular recruiting season?

Yes; you can still apply. You must keep in mind however, that if you get assigned to a specific subject area and in the next recruitment season the PTF begins to recruit for the subject that you were originally interested in, you will not be able to switch subjects.
