Can I shuffle a tarot deck just like a normal deck of playing cards or do I need to follow a specific procedure?
You can shuffle the deck in whichever way you prefer. Some people shuffle the deck and then cut it once or twice. Others have the querent shuffle and cut the deck. Some people fan out the cards and have the querent pick the cards. In other words: there are many different ways and there is no one “right” way.
