Monk parrakeets are outlawed in Pennsylvania, and the PA Game Commission will euthanize them if you are caught with them. At least this is what we read online. In Ohio it is perfectly legal to own them, provided that the wings are clipped. In Virginia they must be permanently banded, but it doesn’t matter if the wings are clipped.
