in NJ, you cannot do either one. You can call a licensed tow and impound yard, and have it removed, though. They will do the necessary paperwork, file abandon notices, and file for a lien sale with the DMV. They will be required to send legal notices to the last owner of record. When he does not respond, they are legally allowed to file an abandon lien, then sell the car at public auction. The bad news for you is that you cannot profit from this.
