Can I search for listings with free shipping sales, the same way I can search for listings on a price discount sale?

Yes. The Sale Items filter returns listings that were put on sale using Markdown Manager. Using the Sale Items filter (under More Buying Options in classic search or under More Choices under Buying Options in the Playground) will return all listings created on a price discount sale, free shipping sale, or combination of both.
