Absolutely. This very website was created with Windows Sharepoint Services and we run it on a totally standard eSecureData.com G5 server. Sharepoint Portal Server is a separate (but highly related) product which needs to be purchased separately if that functionality is required. Most people don’t need the full Portal Server, however. Here is some information from Microsoft about the differences.
