Can I run both GenHead 3.0 and GenHead 3.1 on my machine?

Yes, but not at the same time. When you install GenHead 3.1, change the installation directory so that it is diferent to the directory where GenHead 3.0 is installed. The GenHead 3.1 installer sets the value of the environment variable GENHEAD3_APP_DIR. To be able to run GenHead 3.0, you will need to manually change the value of this environment variable to point at the GenHead 3.0 directory.
