You have the option to increase or decrease shipping amounts when you process an order. If you want to increase the shipping, an e-mail is sent to the buyer and they just come online and accept the change. If you want to reduce the shipping charges, these are accepted right away. Requesting extra charges is done in the same place you process your orders.
