Yes. Researchers may request national security information within unprocessed presidential records by submitting a written FOIA request. All national security documents responsive to a particular FOIA request will be reviewed during processing. Researchers may file a PRA / Mandatory Review request for records that are closed only for national security reasons (P-1 on the withdrawal sheet).
